Addabbo, Jr. “These so-called sweepstakes casinos not only put individuals at risk of fraud and financial exploitation, but they also create dangerous pathways for gambling addiction, especially among minors. This is not about taking away anyone's livelihood, it's about protecting New Yorkers and working toward a safer, regulated online gaming environment for age-appropriate individuals. I commend Attorney General James and her office for their dedication towards protecting our residents and for recognizing the urgent risks posed by these illegal platforms.”

Other states like Montana, California, Connecticut, New Jersey, and Nevada have banned such platforms, with more than 100 lawsuits filed against sweepstake companies in 2025.

Offshore operators and the grey market

In the offshore casino world, there are sites incorporated in jurisdictions like Curacao and Costa Rica, which, despite not having a US licence, are happy to accept American players. Technically, they are illegal in the US under federal payment processing laws, but the enforcement is weak and inconsistent, so they have been running for years.
